Is this a government takeover our healthcare system?

The federal government is defining some new regulations in order to hold private insurance companies accountable. The government will also provide subsidies for some people who can't afford insurance, to help them buy insurance in the private market. Most people who currently get private health insurance from their employers will continue to do so.

The federal government will continue its role in providing health insurance to people over age 65 (through Medicare), people with very low incomes or disabilities (through Medicaid, which will be expanded to cover more people), veterans, and federal employees and military personnel.
