Why does NETWORK reject multi-year discretionary spending freezes?

Discretionary spending ultimately accounts for the greatest number of government programs in human needs, child welfare, juvenile justice, public health, and low-income housing. NETWORK sees these programs as critical to the well-being of our nation. With this in mind, spending freezes in discretionary spending amount to ineffective, damaging attempts to account for rampant spending elsewhere. As we look to the future, it becomes clear that spending freezes won’t solve the underlying budget problems that need to be resolved.
