This weekend I picked up a copy of the new book on healthcare reform "Landmark: The Inside Story of America's New Health-Care Law and What It Means for Us All" just published by the Washington Post.
I highly recommend it for all you political junkies and everyone else who wants to know what's in the new law.
The first part is about the process of getting the bill passed; the next part is an explanation of what the new law will, and won't, do. The last 50 pages is the official Congressional summary of each section of the bill. All of this is much more readable and understandable than the legal language in the bill itself.
In addition to answering the What, When, How questions, the book also answers some of the Why questions. Organized with a clear table of contents, graphics, and index, it is a very good reference.
