The federal budget presents an opportunity to make a college education more affordable. As a result, the budget needs to fill that role for the American public. Increasing the maximum Pell Grant available and mandating Pell Grants to all qualified recipients can transform college from an unaffordable dream to a practical reality. Faced with this opportunity, NETWORK strongly recommends the inclusion of financial aid in the upcoming federal budget.
